Are car attributes capped?

I have a rookie in my league, and he says he can't develop the car's attributes beyond 76%. He is a level 8 manager. Is the max value of a car's attributes capped? By manager level? By Chief Designer? Or is this a bug? Thanks.

I'm not a moderator but I believe this is how the caps work for each tier...

Rookie=can't go past 60 for each attribute
Pro=can't go past 80 for each attribute
Elite=can't go past 100 for each attribute

As said in the rules page: 50, 80, 100 are the caps.
