How does the weather change works here? I just made a perfect setup for todays rain race (as it was said), and just after a save the weather changed to dry... Does it change like randomly or some kind of bug?

It follows the actual weather of the race location with about a 15 min delay. Search the forums for the weather service that is used for this game. This is why it is best to do your setups just before the cutoff.
