Was thinking we might attract more new players to our league if we had an active rookie league. At the moment it is an elite league only.

It isn't possible to go from Elite to Rookie. If you want to fill the Rookie tier, why not try advertising in the Leagues forum...if you haven't already (not sure since I don't check that forum), that is.

If everything else fails, you, and/or maybe one or two others in your league, could start a new account to join the league. Not many teams are needed to show the league in the list of leagues to choose from for new players and once that happens the tier gets filled up pretty fast. Of course the hard part might come after that, with carefull managing the inactives to keep a steady influx of players to keep the tier active and those new managers interested and then repopulating the Pro tier (since the 'tier starter' secondary accounts can leave again after new players join Rookie they could join another inactive league, promote there and then join Pro again to help getting that tier running, though).
