Talent is a multiplier category. The actual in-game description is "Impacts the driver's potential speed and cannot be trained".

I currently have a level 9 driver with 18 talent whose driving ability stats are 4. He has won 9 of the 10 races he has been in. He goes up against many level 11 drivers, including one with 7 talent and three straight drivers championships.

What way to have. BEst driver???

The highest any value can be is 20. The best driver will likely come from a level 20 Youth Academy.

At the moment Talent is the only significant stat that matters for drivers, so get the highest Talent driver possible when you can. A higher Talent driver qualifies better and has better pace. A 10 Talent difference between drivers could amount to a 10-15 second difference over a 50% distance race.
