Managers not placed in correct tier

We began season 3 of league #410 today and the three managers who were promoted to the elite tier still raced in the pro tier.  Our elite tier should be currently full.

The three managers are: Chad Smith, Michael Morrison, Josh Gudorf

Promoted manually and located the cause. I've updated the code to avoid further occurences.
