Quick question about switching leagues between seasons

So I run a league, and we are on the last race of the season.
If someone changed leagues on the break before the next race, do they lose their car design?
Also do they drop out of pro or elite for their next league and have to start in rookie?

They lose their car design either way, and they don't have to start over in another tier. They stay in the tier they departed from regardless of the league.
