Loss of car dev points.

A guy who joined my league about a week ago lost about half his car dev points at the same time his previous leagues season finished last night... ?!

My car was 25-45 in all areas. After Monaco today, my car design plummeted to 8-21. Usually this happens at the end of the season, but it was only the 6th race of the season.
