I fully agree, it would be nice if leagues could do changes like those to keep things fresh and interesting. Others could be:
-Refueling on/off
-DRS zones off/one like currently in game/ several zones like used in some tracks in F1
-KERS on/off (maybe later choice between the current fixed amount and a gradually recharging)
-Effect of dirty air/slipstream
-enable/disable live managing turbo/engine power (acceleration vs fuel consumption/engine wear, perhaps depending on engine temperature)

That would be optional. Some people would like it.
Yes, there were already discussions about the points system because in some leagues, especially one car ones, there're quite different levels of teams present and thus a few fight for podium and for the rest it's mostly just one result in a whole season that counts, the best result if 0 points and the team that gets one result with points is king. A broader point system would bring the every race competetion done the ranks because then every result counts for (almost, depending on system chosen) everyone.
Then there are managers like me that would like to try different things like running F1 seasons from the past, or other racing championship rulesets. This doesn't necessarily has to be the main (career) league seasons but once the additional optional championships and friendly contests come in they need to offer more than just more of the same just without xp and money to be really something.
Playoffs I don't know but I'm sure someone has some ideas how those could be a fun and interesting thing and work in racing, so why not.
