What affects drivers' salaries?

I usually change drivers with a friend of mine but some times the salaries are increasing that much it doesn't worth! For example a driver with 0.3M salary can cost 0.7M per race as a second hand driver (even if we transfer them on 'black market' and even if they no longer have a contract).

Could you please tell me which things can affect the salary?

I think driver salary depends on their lvl at point of you buying them.

Like a lvl10 driver that you have baught at lvl7 and trained up to lvl10 will need less salary than a lvl10 driver that u baught at lvl10.

Drivers coming from the youth academy will drive for cheap but once they are released to the market they do not stay cheap.
