hi I am new to this
does anyone have information regarding the push level effect on tyres and fuel
for instance how much more percentage does the push level effect the tyre wear
and fuel how much extra fuel do you need if you increase the push level

There's no general answer to that because it depends on several factors, track, conditions and car mostly. 2 push levels up to max can be up to about 0.1l/lap more consumption but in most cases it's less than 0.05l/lap. Lowering the push has about the same effect but it needs to be handled carefully because if you go by the training data the race laps often already need more fuel.
The effect of push on tyre wear is negligible. The important part here is tyre temperature. This depends on even more factors, just in general the harder the tyre, the lower the tyre wear stat of the track, the slower the track and the colder the (air) temperature is the higher the push can, and has to, be and vice versa. Also tyre efficiency plays into this but unless your stat is extremely low the effect on temperature, and therefore push, is rather small. TE mostly influences tyre wear.

Thanks frank I learned a lesson today during practice hard tyres were a 1% wear per lap I thought ideal but during the race I couldn't get them up to temp they were cold have you ever had this issue

Struggling even with maximum push to stay in the sweet spot yes, but not really dropping into the blue. That said it would happen in Monaco for example but I never use hards there. In general yes, there are conditions when you can do anything you want but the tyre will drop out of its comfort zone. Mostly it's the super softs overheating but hards running too cold can also happen.
