How are drivers sale value assigned to each of them?

Why is this guy only worth 4 million - https://imgur.com/a/siTgF

Yet this guy is worth 8 million - https://imgur.com/a/TI671

I figured it could be the experience however my first driver has less experience than the first example yet he is worth 6 million - https://imgur.com/a/LD9Ay

How does this system work? Cause it seems they are assigned random values.

That's precisely it, the values seem to be random. I'll ask Jack if this is indeed the case.
