What happens if I build and upgrade offices and hospitality, will extra moral lvl up my staff?

No, although the moral of your staff increases it doesn't appear to make any difference to the all important star rating. Maybe in the future the game will be developed to make this building have a value but for now save your money and don't bother with it.
