I just became host of my league. It was hosted by someone who had been idle for years. I now want to rebuild it. But how can we get a bunch of rookies and new players? I have never seen us given brand new players ever.

For Pro and Elite the only way is to promote your league and to make sure not to kick too many inactive managers to keep those tiers at least half full and promotion/relegation activated.

For Rookie it seems the game isn't showing leagues with a completely empty tier to new players. Here it helps to create 2 double accounts, by you or some league mates, and join your league with them. With my current league a manager friend and me joining was enough to get the auto-kick stricken, empty Rookie tier going again.

But it's still very hard to get the lower 2 tiers populated with actually active players. So make sure to kick a few inactive Rookies every few racedays before auto-kicking kicks in because else it might empty your complete Rookie tier at once again.
