Engine, tyres, fuel Company's performance, same yaer on year?

Does the attributes of the engines, tyres and fuel companys stay the same permanetly?
Or does it change at any stage, like for the the start of the new season etc?
For example i feel i have one of the better engines but dont wanna sign an even longer contract if its all change at end of season and suddenly that engine is now very poor engine etc?

It stays the same - I've never noticed any of the engines that I've used actually change in performance.
