I should like to have hosts have the ability to give managers bans for insulting people and things like that. At this moment people can just shout at everybody without any big things looming over them.

Kick them.  If being rude and offensive then have the league manager have a 3 strikes Policy but it needs to be enforced

I've seen moderators delete messages from league pages before, if the league host won't do it I would try asking one.

We're working on drafting plans for a self-operating reporting system. Players will be able to report others for any kind of behavior that can be considered harmful, and based on the reasons a player is reported for, an automatic punishment will be issued, after which the player who receives the punishment can appeal and it'll be reviewed by a moderator.

At this time I've no estimate on how long it'll take to put something like this into production.

You can kick them, but they can rejoin at this moment just five mins before the race and still particapte.

At the same moment managers who just have an outburst, when they are pretty friendly normal will have to start over then with a shit car. A one race ban, who doesn't hit the car too much, would be the best.
