This only happens because you are levelling up. You have to keep constantly upgrading facilities and staff/drivers until level 20.

As Gustavo said this is how game works it's not a bug. Every time you level up as a manager star ratings of staff, drivers and facilities drop so you can improve and level them up.

Also I'm moving this thread to help and support section as it doesn't belong to bugs section.
