I can not set up car 2

I tried to set up car 2, but the pilot reports that the car needs repair, even though it's perfect. When adjusting the car and attempting to take a test turn, an error message appears, with no lap time, and the choice of tires disappears. Settings for this car are not saved. The error occurs later in both the app and the pc.

You probably sold your former 2nd driver without making his replacement the active driver and the automatic system sometimes fails to update this status properly.
You should be able to fix this by going to the Drivers & Staff section, in Drivers tab hit the Change button, reselect your drivers and confirm it.
