Where did all the Rookie's go?

For a few days now, we have not had a single Rookie player join our league. In the last, if I killed Rookie's out of our League after five days of inactivity, within an hour or so, the League Rookie ranks would be full again. Now it's been days, and we are still sat on 6 Rookies... any ideas on why?

League is Global F1.

Hi Mark, it's not a bug I assure you.

Sometimes there is an influx of new players, and at other times, there is not.
