I am currently level 5, but I can't build the technology building. I have tried to uninstall and re-install the game on my phone but it did not work. It happens on both PC and app. I have android 8.1. and a Nexus 6p.

Hi Toto you can only build 1 facility at a time! If any other facility is under construction you must wait.
