I have scoured the forums, but did not find posts related to Staff progression.
Background: I hired Staff all at level 7, to include level 7 Drivers.
Progression: Team success & management has allowed my Drivers to progress to level 10.
Issue: The rest of my Staff appears to be "stuck" just shy of level 8, and have been that way for at least this past full season.
Discussion: It appears previous Staff progression moved along smartly when conducting team training until all my team members reached 20 skill. All of my current Staff were hired after attaining 20 Skill, so they don't seem to be going anywhere, even though my team is relatively successful.
Questions: Is my Staff progression "stuck"? What rate do they advance towards next levels, or what are progression (light blue bar) contributing factors?
Opinion: I love my Staff, they should progress in a similar fashion as Drivers based on many factors, but to also include relative team success and management. Yes, I could just hire Level 8 Staff or wait shortly until I reach level 9, but am I out to lunch here?

All staff,apart from drivers, do not progress at the moment.
So you have to hire more experienced staff to progress in the game.
This will change but not very soon.
I might be wrong!?

Unless staff level progression was turned off in the latest patch, they used to promote, that's what the thin blue line under them is for, just like the drivers.

I can't remember exactly when it was, but they don't progress at the moment, and I'm not sure when that will change. I don't think it matters too much though, as you can always hire a different member of staff, without too much hassle.
I think what is strange is that not all staff are the same. For example, I have seen quite a few chief designers who are supposed to have 20 experience (which should be full to my knowledge) and yet fall very short of the mark.

Staff do not progress like drivers, their attributes such as morale and experience are actually unrelated to their overall level.
The thinking at the time this was implemented was as follows: Adrien Newey doesn't become a bad designer just because he has low morale, and suddenly design a winner when he has high morale. A fundamentally good designer is a good designer full stop. So the overall level is intended as a guage of ability, and the other levels are implemented in more abstract contexts throughout the game.
There may be other factors I'm not considering or able to remember if you say they were progressing at one time, there was never really an intention that heads of department could be trained up to level 20 though.

Well...bash me, Jack, but a good driver stays a good driver more or less as well.
You might say: Yes, this is the case and I'd say: You are right.
But there is one thing, I don't like really: On level 3 or 4 you can't find any highly talented driver. They are non existent.
And as you evolve through the stages the drivers you can hire CAN be more talented with every stage I progress to.
So...with time, EVERY driver that has been hired in the beginning will become useless except you aim for the red-highlighted "mall of shame" in your league.
I would like to see highly talented drivers in low stages as well OR talent raising over time. Their training could be...well....more complex, so they do get only 2 points instead of three or whatsoever. But hiring a driver for e.g. eight years long is really not possible, if you look for good results.
Thats a pitty, as my conncetion to my drivers gets closer and I don't want to lose them really.
It breaks my heart. Simply.
Every time, I cry. But they need to go sooner or later, so...KILL, KILL, KILL!
Anything in the pipe for that problem to stop me wasting my tears? ;-)

Well, there have been quite highly talented drivers, but mainly in the levels 4-6. You are still able to run relatively good results with non 20 Talent drivers. At least in the amateur tier, where most of the guys have 3-5 Level Drivers. Still though, there are always new drivers and ones to be released from the teams, so you will eventually find your favorite :)

I will move my points to the suggestions forum, but would like to see Staff progress just like Drivers, so not only can we keep continuity, but that such practice provides benefit to team cohesion and effectiveness/performance. So that a level 4 staffer can grow into a level 10 staffer over appropriate time/experience. Adds much more to the sim beyond mundane existance/function (i.e., overall driver, staff, and partner development based on your management/choices) .
