Is my account bugged?

Hi! I have two accounts, and noticed that my lvl13 account has always had a maximum of 3-5 parts as repair costs, while my other lvl15 account always has 7-9 max parts as repair costs. This is independent from reliability and CD strength/weakness! I always upgrade my reliability to 100 and I still have so much parts to change after every race while my other account NEVER has so much damaged parts.
Another very strange issue: my drivers in the accounts are lvl16 and lvl14. In the lvl 15 account, my drivers have stats lower than other two lvl14 drivers in the other account, and their stars still aren't red! Both accounts have a lvl1 doctor.

The parts costs for repair is mostly set by the level of the Design building in the HQ, or in other words by how many design points you get per race. So as long as the design level of your level 13 account is somewhat lower than 13, more like 9 or so, and the one from the level 15 one about maxed out it would be all right. Some levels are harder on the part needs because in them more tracks get a raise.

Sorry, I can't figure out what you mean with the drivers issue. This account has level 16 drivers but is level 14, so I don't know if you're talking about this account at all. Then it reads as if the drivers in the level 15 account are level 14 drivers with lower stats than other level 14 drivers and so there would be no reason at all for their stars to be red. Lower stats means no reason why they should be rated with higher level and red stars only appear if a driver is of a higher level than the manager (team). In any case, without seeing the stats of the drivers it'd be hard to give anything but guesses.

For the first thing Thomas has said everything.
For the second, do you mean your level 16 driver isn't showing red stars? That can happen sometimes, mostly it goes red after another stat has upped one.

Star level is relative to your manager level. This means that as you level up, you'll see the star levels of staff and drivers decrease to compare better with your new manager level.

Let's say you are viewing a level 15 driver from both your lvl 15 and lvl 13 accounts.

From the perspective of your lvl 15 account, the level 15 driver will most likely have 4.5 to 5 stars in the yellow. This denotes that you are of sufficient manager level to: 1. buy this driver, 2. train this driver normally without restricted training gains.

From the perspective of your lvl 13 account, the level 15 driver will most likely have 5 or more stars in the red. This tells you that your manager level of 13 is not high enough for you to buy this driver or train them normally.

I know well how stars work, I said that only to make you understand that my lvl16 driver with worse stats has red stars while my other driver with better stats and a lower level still doesn't have red stars. I'm giving you better detailed info:

Then, look at this lvl14 driver.

Now, please compare the stats. The lvl14 driver has an higher total! Why is this happening? There are two levels between them, obviously the drivers with the higher level should have better stats, but it's the opposite!

(I made a mistake, my manager isn't lvl16 yet, it will be there in a few hours)

Apologies for misunderstanding :)

Experience also contributes to your driver's level.

I'm not sure whether Talent also contributes to driver's level (since it's been a while since I've kept a low talent driver), but from the examples you've provided, it's plausible they do. Maybe you could get someone else to confirm this.

Though I agree that there have been reports that the game is a bit weird with driver's levels. I remember last year there were people reporting that some of the max stats drivers they've seen were only level 18 (I think they were max experience as well, but I forgot) while others were level 20.

Yes, I can confirm that Talent counts towards driver level, at least as much as other skills, and so does Experience. So the totals of your level 16s would be 176 and 173 versus 160 of your level 14 driver. I notice the second driver hit lvl15 now with a 162 total. So all is lined up almost too neat for this game because I also saw those reports Boomer mentioned. :-) 

Since that other account is level 14 the stars of the level 14 driver shouldn't be red no matter if seen from the other account or the DeX one, so that sounds OK too. The ones from the (now) level 15 driver should be red from the other account but should be shown yellow for the DeX one (Level 15 now. Congrats!) and both level 16s should be still red stars for both accounts.
