Hard tires versus others

Why can some teams gain time on hard tires and others can't despite having similar drivers of the same skill? This is getting really frustrating and I want to know why tires act like this. In the beginning of the season I was gaining on hard tires but now the tire that gives me the most speed are mediums (besides super softs)

Are you working on improving the tire economy of your car(s)? or are you not pushing on your hard compound during races?
My guess these are the most probable reasons for the behavior of your hard tire. 
(Of course the track characteristics play a role there, specially the tire wear rate of the track). 

Usually teams choose hard tires because they almost don't need Tire Economy, as they barely hit 50% wear. This behaviour allows car development to be focused on big four attributes (acceleration, braking, handling and downforce).

My experience hards work best later in the race the final stint where the tracks rubbered in they can be faster than softs at this stage 

Once I use hard tires I always push harder on them and at one point I had the highest rating on tire economy in my league. This is why it confuses me that even teams who r smaller can beat me on the same tire
