Reserve Staff - What use?

I'm currently overhauling my staff after moving up to level 12 in a very competative league. Focus is particularly on the Chief Designer. I'm aware the CD has a big impact at the beginning of the season combined with the TD, what influence do they have throughout the season? They impact design points? Now my major confusion is over the Reserve Staff. In some places I've read having two Chief Designers, both with different skill sets of the Big 4 and weaknesses in less important areas, like cooling, helps. Does the skill set of a reserve CD count or has the game changed since these previous posts on the forum were written? Many thanks for any help in advance.

Two cds are helpful as it only takes half a season for a CD to max out the main skill for new car design so swapping will give a better car design the next season

The CD skill set only counts when the CD is active. So if you have 2 CDs you need to have one of them active for 9 races and the other for 8. It actually takes only 6 races for a 5 star CD to hit the Elite cap (50) so if you can find (and afford) three 5 star CDs you can maximise two attributes to 50 and the other to 49.
All this is academic when at L12, you are still levelling up fairly quickly and multiple staff at this level are probably not cost effective.

Plus spending that much wage is only really usefull if racing against other teams of about the same level. Research enables other teams to catch up fairly quickly and after that the more design points of higher level teams take over for a lot more races, until everyone meets again at the attribute cap towards the end of the season.
