Can anyone tell me how you get a level 9 driver in pro when all others are on level 8 or below and manager level is level 7.

You can't sign a driver with a higher level than the manager but you can train a driver to any level. Training becomes very slow when the driver reaches the same level as the manager (5 stars) but it is possible to train to a higher level.
Also there is a bug, if you hire a driver from old iGP, sometimes when their training clicks over 100% they jump by two levels.
