I don't understand why it didn't work properly.

--------Monza---------
25º of temperature
2 stops, leaving with hard, hard and hard.
Tire Saving Development-90
1 and 2 position.


------Singapore----------
29º of temperature
2 stops, leaving with hard, hard and hard.
Tyre saving development-100
4 and 6 position


Why this difference?

1) At a quick glance it looks like your car was ahead in Italy and more or less equal ground in Singapore.
2) While both tracks slightly favour a 3 stop strategy in Italy none of your direct opponents really went for one. That short first stint on Super Soft of one of the cars didn't shorten the following stints by that much to make it really count. They did go for it in Singapore, with its slightly quicker pit stops.
3) In Singapore softer compounds still work just fine at those temperatures, although Softs wear just a bit too quickly there
