How do staff compare between levels? As you can only see their Morale, Charisma and Experience.. How is a level 10 Staff member better than say a level 4 Staff member who may have more Charisma, Experience or Morale?

For example I have a level 5 Doctor who has a really decent spread of Charisma, Morale and Experience. My question is if i were to have a Level 7 (my current xp) Doctor with the same levels of Charisma, Experience and Morale as my Level 5 Doctor, what are the benefits?

Am i making some sort of sense? :)

Staff do not progress like drivers, their attributes such as morale and experience are actually unrelated to their overall level.

The thinking at the time this was implemented was as follows: Adrien Newey doesn't become a bad designer just because he has low morale, and suddenly design a winner when he has high morale. A fundamentally good designer is a good designer full stop. So the overall level is intended as a guage of ability, and the other levels are implemented in more abstract contexts throughout the game.

There may be other factors I'm not considering or able to remember if you say they were progressing at one time, there was never really an intention that heads of department could be trained up to level 20 though.
