What does the Comercial Manager?
-only to sells merchandise to generate income
And for the sponsors too?

Only for merchandise[Facility's / Commerce], depending on how many staff you have on this you may be better off auto-signing a level 1 commercial manager [1k per race] to maximise income

Well....I have to tell you, that you do not need a commercial manager to get income from your marketeers. You just need marketeers to be applied to the facility of commerce to their specific product.

Either you have a commercial manager or not doesn't change anything at the moment.

SoI'd say: A commercial manager is someone to be fired. Save your money.
