Strategy changes don't work

I set my strategy before the race in Hungary to 6 x SS for both drivers. During the first rounds of the race I changed the strategy to SS / S / S / S / S for the 1. driver und SS / SS / S / S / S for the 2. driver and added more fuel.
But as the driver go to pitstop, they choose SS and the fuel amount that I set before the race. In the first Stop I saw this and changed it manually. But on the next stop this happend again. I remember, that I saw this behaivout some days ago. I think it's not possible to change strategy during the race.

Can only make chances on 3rd lap. Anything before that has no effect.

The strategy changes for the 2. driver were on lap 12 after the first stop.

Had the strategy reset to mediums today. Q00% saved strategy.  We have had 2 races and it has affected 4 teams so far

This can have a huge effect on the standings, almost lost the pro championship one sessiony because of this
