Ye that's what I thought but was told that the previous season car helped towards the development of the new car

Definitely nothing to do with this season's car, it's all to do with your Chief Designer(s).
Maybe there was a slight confusion around the second season design bug which I suppose in a roundabout way was partly dependant on this season. Anyway, the recent rule change around moving leagues has removed this exploit so it's definitely now only the CD(s) that determine your starting design.

For a 5 star CD to achieve 50 DP in Elite, yes it's six races. Lower stars take more races.
