Consistantly bad Qualifying

No matter what tyre i'm on, my Qualifiying is awful. 
I can understand better drivers ahead of me but people with worse driver stats than me have qualified ahead all season.
Has something changed in the game I'm unaware of?

Are they on lighter fuel etc? Or better cars?

Qualification is done on equal fuel loads.

hi guys, my level is 20 so my car is always up with the best so its hard to understand when I have to come through all the pack each race

Do you qualify on same compound as everyone else?

Drivers name is G Hill of Yellow Shadow Racing in Elite.
The 1st 2 races were ok but after that awful, never once quickest on any tyre
