Can't build Youth Academy?

My youth academy says it will be available at level seven... However, I'm currently level ten and still do not have access to build. Is this a bug or am I missing something? I tried to look for something similar on the forum, but I didn't find anything.

You have a factory under construction, it is 10 hours and 40 minutes away and you should be able to build your academy.
