I would like to obtain as administrator of The League record times made by the teams that run in it Such as: the fastest lap in Australia and the best time for pole of my League on that same circuit and with all the circuits equal not those times in a global way only those of my League.

Would like that as well, and make that the set a record achievement instead of getting the best lap of all time. Because then only 34 people at most can 100% all achievements.

Actually more can have it. While only 34 managers at most can hold a record lap a manager keeps the achievement even though his record was beaten. Still, now it's extremely hard to beat it, although maybe people will have a chance at it once temperature drops to 5 degrees in races. Although probably not in a normal race.
Things like leagues records would be a really nice thing. However in time they're the same like the global record, very hard to beat or downright impossible outside certain weather conditions or if game changes slightly reduce the (optimal condition) lap times.
Maybe also add fastest lap of the year and also month. The all time record, a league record and the fastest lap of the year award a nice extra badge in the profile and the fastest lap of the month on any track triggers the achievement.
