Stasis - Between League Effect

My league has 1 team in Rookie, about 12 in Pro and 16 in Elite. Of the 16 in Elite about 4-5 are active. Due to the lack of active managers or teams advancing from below, I see my current league with some difficult times ahead and I'm therefore considering leaving. The fact they've tried to kick me out twice, once manually without warning, apparently for winning, also has a part to play. I'm not the only manager they have kicked in the past as I have messages from others. Consequently I think my league hosts suck and I'm on the look out for another league. The question is _ If I leave the league and haven't found a league I want to join, what happens while I'm between the two? Is there a time period penalty? Does my account remain locked in Stasis or do I get a penalty the longer I'm not active?

No, there isn't a penalty.

The only "penalty" is your drivers health will not recover so you will be unable to train them.

Otherwise you can currently leave the team mothballed indefinitely. 

Sometimes you get a financial penalty. I can't remember if it is 10% or 1% of your money that gets taken away
