Yeah people blocking is really punishing and needs to be addressed, especially in the early stages of the race where kers hasn't yet charged.
In my last race (Bahrain, 35 degrees) three of us started on 5/5 softs. Two of those teams (myself included) were there, the other guy wasn't for whatever reason. I guess he lost track of time and forgot about the race or something. Anyway..
P1 and P2 were one team
P3 and P4 were another team (the team who wasn't there to control his drivers)
P5 and P6 were my team
All of us being on 5/5 push, we obviously backed off to 1/5 push really early in the race, but since P3 and P4 weren't there they started to overheat very early in the race as they were left on 5/5. On about lap 4 my drivers took P4 and P5 and got right on the tail of P3 (who had glowing tyres they were so hot) at about turn 2 on the track. For some reason, whatever it is, my drivers decided to sit behind him for the entire lap rather than passing him. Not a few corners - an entire lap. The time loss was out of this world frustrating. Here's a snippit I took because I was so pissed off about it at the time.
4 seconds lost in one lap because he wouldn't pass the guy overheating his tyres... My driver Myhre waited until the DRS zone to pass Ellingsen and by this rate first place had a stonking lead which was impossible to make up over the race. I can't understand how if a driver is that slow, people just won't pass him. There is plenty of opportunites on Bahrain to pass, especially when someone is going that slow. You can see there was a freight train of guys behind Ellingsen, why no one would pass each other I have no idea. They all just sat there like ducks.
None the less it is part of the game I guess. It does my head in at times though.
