Can staff get more stars?

How can I raise the stars of the staff?   
1. If I raise the level of the Hospitality will the stars grow too?
2.  If I raise the level of the experience will the stars also rise?
2.a. how many races will the experience of the staff increase?

They are not level up you have to get new as u level up.
