I was thinking that maybe there could be a new facility introduced that allows teams to develop and sell their own engines. Maybe they’d have a level cap or something and the stats of the engine could be affected by the CD or we could have a new staff solely for engine development. What do you guys think?

it's a good idea. Every team could decide to develop it for itself and to sell it to others. I would also add design updates no more after each race but after a search time like in the old version

Yeah I think you could do something like that where after a few races you could make upgrades and stuff to engines. If you sell them to other teams you could choose to share the updated engine with them or not? Kind of like in real life where Merc have an engine and Williams and Force India have a different spec of the same engine. I think limiting the engine by level is a good idea as well because it will stop people from throwing money at engines and being quicker than the field because they’ve bought investment etc. Either that or make upgrades to engines a little expensive to make it feel more of a project and for a feeling of progression

But what stops them spendi g to upgrade the engibes they develop?

This fane does indeed need much more regards to gameplay as right now its one of those 5 min bus journey games but offering stuff ppl can buy to upgrade just means its less likely to be played.

Just an idea. I thought people would like the idea of being able to manufacture their own power units and sell them as an extra cash flow source. Obviously the devs could take this idea and “fill in the gaps” so to speak in regards to how it would all work.

It is a good idea and one that if implimented could also expand to things like developing your own tires or wings even chassis'

...aaaand we also need to improve CD job to develop better car after every race. I mean we can get more car design points gained for CD's strength.

Example :
If the team has CD with strength in Acceleration sector, and we gain +1 point of acceleration from TD after every race, So the combination will make it double to gain +2 Acceleration points.  Or we can make the research power Double for CD's strength factor.  Double for strength, but half for weakness.

And in design center, everytime we add the design point which is CD's strength, we gain +2 points for every -1 point cost. And it will cost -2 points for every +1 points for CD's weakness. Isn't it good ?

Those extra points due to CD strength for spending design points would be too much I think. Also, if it's just the strength counting I'd just hire 1-7 low level extra CDs with different strengths and assign the appropriate one (including the/one of the main CDs) before putting the points into that area and switching out again for (one of) the main or another one before the race or putting points into a different area. Now if his rating/level matters there then the same can be done, but it'd be limited to those players that amassed a lot of cash or pay for it because in daily business it's about 3 CDs you can about manage to pay for I recon.

The other thing is, it'd be only useful for the 2nd to 5th or 6th race of the season, because you can't spend points for the first and afterwards the important 4 stats would be maxed out. So the car development range had to be expanded first, too, but then it's still either useless or the Pay2Win aspect of it would be even bigger.

About the first suggestion, the strength and the weakness of the CD already influence the research gains, it's already in the game.
