Technology help

Hi guys, could someone please help educate me on the way technology works.when I've upgraded technology,why then do I have to pay again for kers and drs and in what way do they help. ( like how does the difference in levels affect racing.. 

In the beginning a higher level kers can make a huge difference, if I am correct it makes you use less percentage kers for the same amount of time boosting, and I still see the difference between level 18 and 17 drs, that's how important it is. it are low amounts of money, do it, you will never regret it.
