How is it possible that mangers having level 8 (or belöow) had a driver with level 18 who only had 56 races in all?

It's a bug. See bug section. Look at the drivers health. 4% :P

The question was not the driver's health (you may bet I saw that) but how a manger with level 8 or below could engage a driver with level 18...

The answer, Mike, is according to the devs (if you are still interested):

"There was a loophole in the account check for training. It was only possible with two accounts but is not anymore."
