If i release a driver from my racing academy, where he/she will go? Is he/she on Transfer Market?

I would imagine so but then again I'm not 100% sure of this

Yes, that driver would join the regular transfer pool and, eventually and to whoever the game thinks this driver is relevant, shown on the transfer market.
