Hi everyone! I have always had a doubt: when I pit in and have still some fuel left, does this fuel count towards the target quantity?

For example, say I plan the strategy so that I have to leave the box with 30 litres. If I pit in with 6 litres left, will the duration of the pit stop be calculated with regards to 30 litres or 24? What would be the time per-litre?
