Not sure if this has been mentioned previously, however has some thought been put into creating a headquarter element to develop new engineering teams? We all concentrate on drivers, but not support team. Just think about same arrangement as drivers, nothing more complex than that.

Allen & Jimmy. Staff training has been suggested many times over the last couple of years but to my knowledge we have never received feedback from the devs saying whether or not it is on their radar. Duplicate suggestions could be avoided if pinned to the top of the "Suggestions" section was a list of proposed improvements.

Training them means no more staff market and less cash for developers....not gonna happen

Drivers can be trained but there's still a driver market. At some point your staff are going to retire so you'll still need to recruit replacements.
Regarding income, just make it so training costs tokens.
If nothing else it would remove the frustration of having to trawl through the market for months on end trying to find a decent CD.
