I run the league — "2 car iGP - All welcome" - and it has been pointed out to me that there is no promotion line in the rookie league. The guy top of the league has already won it once without promotion so would like to know why it isn't an option. I have enabled promotion and relegation in the options. Any help or guidance would be greatly appreciated.

Half of the tier needs to be filled before promotion and regulation becomes active. You currently have 7 teams in rookie, so you need one more and then promotion will be activated.
