Hi everybody,
I'm wondering why I still only have 61% of Research for one area and I have a 5 star TD and a 5 star LD. I can remember that I had at least 70% research with a 5 star research team. Does it change when I get higher with my manager level? If yes, why?

The maximum power gets lower how better your car is (mostly determined from the beginning of the season) this to decrease the gap between new and old cars/managers, with two 5 star staff, this is the highest you could get, and it's pretty high, mine is 44% for example.
In real life it would work the same, you can spy more on others when you are lacking behind more, because there is more to be found what you haven't got yet. And you can never just spy on the full car and get right next to them after one weekend right? Look at Honda their engine, they still can't overtake them, but are coming closer little by little.

You are correct, as your manager / team level gets higher your research power gradually reduces. ATM I am L18 with a 5 star TD and I get 46% research power. After tonight's race I will level up to 19 and my research power will reduce even if I exchange my TD for a L19 5 star one.
AFAIK the reasoning behind this is to balance the game for lower level managers. For example, a L14 manager with a L14 design facility only receives 14 dp per race. If he/she is competing against L20 managers who are receiving 20 dp per race that's a huge disadvantage. The lower level manager having more research power reduces this imbalance.
