That last driver is better, especially since with the level of the talent 14 above you'd need some time to fix the driving skills of her. However waiting is a risk, a big one if that driver is circling in the transfers list and not merely unemployed, as long as that driver is not still under contract by someone reserving him for you. Both drivers are a huge improvement over your current one but with level 13 and soon 14 I'd regard the first as 'to be replaced asap' and the latter as 'prepare for replacement'. So since you're struggling I'd buy any one of them and then make upgrading Youth Academy and scouting and preparing (training) a talent 20 driver a priority.
