What browser do you use? Also could you try clearing the cache again to make sure you load the latest version of the race viewer. If that it's not helping, had you tried following those steps as a workaround to the problem?:

Hello managers,
Our team of developers is still working to resolve this incident. In the meantime, here are some steps that can stop unexpected crashes during races. I insist, this is only a temporary solution.
Change the settings of your viewer to Low quality.
Change the settings of your viewer to Only Icon display.
Exit and restart the race.
If you successfully watch the race correctly, raise the quality of the viewer one level and restart the race. Every time you complete a race without problems repeat this process, otherwise lower the quality. Inform us on this topic of feedback, it will be of enormous help to our developers
*This only works in the browser version, with WebGL. If you experience a crash in the app, please make sure you have the latest iGP Manager version 3.3 installed.

When I was having this issue, changing browser did not help.
I'll write some steps that fixed my issue (which was related to the fact that my car display is always set to icon only.
1- Load the game normally;
2- Change car display settings to car only (you need a viewer quality to be at least Low);
3- Load the game again (Now you should see the cars);
4- Change your settings back to what you like.
I also report your problem to the devs.
Edit: I see Kevin has reported your issue already also mentioning this thread.
