As to my experience, something you spend days/tokens on like the manufacturing HQ building should not be ineffective just by spending the time to watch the ads. As long as you have ads, you don't really have to spend anything on the Manufacturing HQ. 

So I think there should be a limit on how many ads you can watch after a race to decrease the advantage you get per race.

There is already a limit of 10 ads per day, if I'm not mistaken.

Ads? I haven't seen ads. And what do these ads do? Increase the speed or cost of upgrading facilities?

On the mobile app, you can watch ads in the car repair page. Every ad gives you one car repair part.
