I believe most of the times you see are based on the players local time, but for some things it is based on GMT (I can't think of an example for this yet though).

You can select your timezone in the settings, or set it to automatic to let the game figure out itself in which timezone you are. When that is set correctly, you will see all times in the game in your local timezone.
When announcements are made on the forum with a reference to a certain time, these times are always in GMT.

Time zones are always hard to work out on this game as they are never right due to our daylight saving times and the northern side of the world on there winter times. It makes for a big 2 hour shift when all this happens!! It stuffed me up from a league that i enjoyed being in till the big time swing made it way to late for me!
