Swooped CD stats now broken

Purchased a new CD swooped over

Old stats or wrong stats applied to car

A Chief Designer only contributes towards next season design and if you have more than one CD they must be the active CD to generate  design points.
Simply purchasing a CD won't do anything to the car design until you make them active.
You will not see the results of changing your CD until the opening race of next season, and even then they will only have generated 1/17th of the total design for each race they were active. So if you bought a new CD three races before the end of the season they would only contribute 3/17ths towards the total design, the other 14/17ths would be from your previous CD.
