Those are the bonuses that come with your suppliers, you can see what each supplier gives you as a bonus when picking them.

In rookie and pro you are capped to 50 and 80 design points, but by using the supplier bonus you can go above this.
So if you have a supplier bonus of 16, you could go to 66 as a total for that attribute.
In elite the max is 100 and the car's absolute max is also 100, so there you would not gain an extra advantage by upgrading above 84 when you have 16 points bonus.
