promotion...?

hi.. is there some promotion glitch or perhaps a rule i don’t know of...?  season finished, relegation happened.  the 2 guys from pro did not move to elite and 2 other players joined from outside the league...?

I am guessing at the last race you only had 7 managers in pro. As your now showing 11 but 2 dropped from elite and 2 came up from rookie if that is the case then no pro will not of had promotion as you must have at least 8 managers in that level for promotion to be turned on.
